Chinese: 悟空武鬥會, roughly translated as Wukong Fight Meeting or something
A Dragon Ball Z-based fighting game by BBD, commonly known as "Dragon Ball Fighting" or something along those lines. There are many different variations, this one came from Taiwan and I don't think is dumped yet (but only the title screen differs from the other releases anyhow)
